Proposition J – Charter cleanup

Proposition J fixes typos, punctuation and sentence structure in the City Charter. It also changes or removes language that no longer has any effect because state law or a final court order has replaced it. This is a charter amendment that the City Council put on the ballot.

One vote covers all of the edits, and it’s up to the council’s lawyers to say which ones are truly “non-substantive.” That’s worth some skepticism. The city has not published a short, readable list of every change, and we couldn’t find one.

Still, language that state law or a court has already overridden can’t be enforced, and keeping it in the charter only misleads people who read it. Austin voters passed a similar cleanup in 2018 (Prop I).
